"Some villains can't be beaten without powers, so no I don't think you can become a hero without a quirk." All Might's words rang in his ears. Honestly, what did Izuku think he was going to say? He knew without a quirk there was no hope for him to become a hero. As he was heading home a mysterious figure stopped him.
"Hey kid, this world isn't fair, only people with quirks can become heroes, and the government loves to control how much of our quirks we can use. How would you like to change that?"
Izuku nodded his head and followed the figure into an old run-down bar where a guy with purple smoke was serving a drink to a guy with blue hair and covered in hands.
"This is Izuku Midoryia, he wants to help." the figure said.
Before Izuku could ask how he knew his name the figure had disappeared into thin air.
