Monica fell in love with Issei when she first saw him. While Ashley fell in love with Kiba. Centuries ago, the elves hid in plain sight until just recently the queen of the elves, queen Irene declared the elves to reveal themselves to the public to declare a peace treaty between the humans and the elves. Queen Irene also decreed an arranged marriage between her son and the heir of the Gremory family. Rias agreed to it of course. However the elves are no strangers to having a harem so Toad isn't opposed to the idea. Ashley is engaged to Kiba while Monica is dating Issei.
