Chapter 7: "The Witching Hour"

"I see.. So the girl has caught on to us, and wishes to put an end to our existence." Ryu chirped. ".. Typical. I knew I should have went through with my plan to end her life.. Yet I didn't. I almost felt remorse for her."

"I am incapable of feeling any kind of remorse, or pity for anything in existence. I only know my plans, and how to execute them." Kyuubey responded. ".. And unfortunately for us, Rei's actions have put a serious damper on them. So, I have been coming up with a new plan.. One that she can't help but intervene personally in.. And before she does.. The Inhibition Field will be reused."

"Inhibition-what?" Juubey asked.

"In another world, Homura Akemi was my target in order to gain a grasp on the mysterious 'Law of Cycles', as they called it.. The goddess Madoka. We sealed Homura outside the Law of Circles' jurisdiction in the Inhibition Field to force Madoka back into the physical world in an attempt to restore the witch system of the previous timelines, since our kind had been harvesting less energy in the new system that had been placed. Now, we are harvesting even less energy than before."

"What does this 'Inhibition Field' do, exactly?" Ryu questioned.

"It seals the magical girl inside of an alternate reality, solely based around their Soul Gem. When we enact the plan, we will seal one of her closest friends into the Inhibition Field, therefore forcing a fragment of her inside of it when we do. She won't be able to use the bulk of her power, as even the littlest fragment of her power is necessary to the whole. She will wander, and wander, trying to find where the new Inhibition Field is located.. She will not be able to find her closest friend, and the madness that will come from that will be enough distraction for us to fully restore the Witch system to it's rightful glory." Kyuubey explained.

"It's only natural that we retaliate for the benefit of our own, right?"

"Now, out with this 'plan' you keep going on about." Ryu scowled, growing irritated by the amount of conversation.

"At midnight, when the moon is at it's peak, we will cast out hundreds of those 'Evil Nuts', and birth a plethora of witches, in different sizes and power, all across the four cities. Ryu, you have a mission in this, as well. You no longer have to give girls a choice in whether or not they will become magical girls. Desperate times call for desperate measures. To hell with wishes, to hell with contracts.. Force the girls into their magical adolescence and watch the chaos ensue."

Kyuubey began to circle Ryu.

"The amount of energy from the new magical girls will be immense. Teams will be formed.. Some will fight for dominance, some will succumb to grief.. The amount of witches that will be around is more than enough for them to get a good start on.. And all you have to do is briefly explain that 'Witches are your natural enemy. They are flooding around your city, here are ways to locate them', and be on your way."

"Doesn't that go against everything we've ever known?" Ryu asked. "While I would be able to do it with ease.. It feels strange to not offer them a wish beforehand. What will we base their powers off of?"

"A simple answer. You know how a soul has a specific energy signature? While their powers are heavily based off of their wish, the wish is tightly intertwined with what their soul would have wanted them to wish for.. What their deepest desires truly are. Drag that out of them.. Force it into an ability, and force it back into them. It would be like them contracting and gaining their abilities through a wish, just a lot faster.. And a little more chaotic." Kyuubey explained.
