There are 10 generators but only 4 are working and they are making expeditions to make the rest of them working and make functional cities around them.
The first 2 generators were always working but the next 2 were repaired by the older expeditions(those are some of the "pro-heroes" in BNHA)
They don't only have the steam energy but also know how to use electricity to a bigger extent and the rest of technologies but not as greatly as coal.
It is not as common to have quirks as in the anime only about 53% people have quirks.
