Most heroes and civilians are born with the genetic mutation called a quirk. It's a thing so normalized in todays society that nobody batts an eye when some rando on the strret is shooting lava out of their fingertips.

The ability to adapt and work around this crazy new human evolution has made humanity as a society strong and weaker all at the same time.

But when I say most, that still means that some-though not many, were born without a quirk, or "quirkless."
