The sky is a bright blue as class 1-A and 1-B enters a field of seats remembering all they have been dealt with throughout the school year. Laughter begins to fill the air as the students begin to sit down in the seats, Its a small unordinary ceremony. Once everyone has seated All Might walks to the front of the two seated classes. "Ahem... As you all know, you have been through much more then any of the previous classes have been. We Thank you and congratulate you for making it to here, Year one students? You have made it, If you humbly accept we would be honored to move you up to Year two students."
The field is silent for a moment... The students jump up yelling in joy, they have moved on... they have passed onto the next year with flying colors. As little as they know in another part Japan a small city is in terror, running for their lives unable to reach the safe daylight...
[Hours prior]
A group of high-authority leaders and heroes stand among a map of a small town and paper scattered along the edges. "So what do we do about the infected... no one in the city is healthy. Every single one of them..." Gran Torino sighs before being interrupted by a frail cough. As small as the cough was the rest of the group back up away from him in fear. "I am not infected you fools, If I was I would be bouncing off the walls breaking my legs and coughing all of my dusty blood out." He snarls at the group upset in their reaction.
"We're sorry Torino- We just don't... Can't risk being infected." A small voice coming from Nezu squeaks. "But of the matter what we humans do before when handling an unstoppable illness...?" He sighs expecting an answer but the room remains silent. "We must eliminate it... If any of you had paid attention to your freshmen year history class you would have learned about the Black Plaque and the many other illnesses... In some cases they burned towns and bodies to kill the virus... which it did work but do we have the right to do it these days?" He squeaks quietly ashamed at what he had inputted but loud enough for the room to hear.
"If we did that we would need a hero with a flame so hot it would put them out of their misery quickly... But what hero would willing do it? No one, We would have to tell the hero that we had evacuated the city and that no one is in their, but in reality they are all locked in their houses as under the current law." An unknown lady in the corner of the room says loudly. "And if we were to do it, it should be today during the pointless party for the freshmen class. During that time a few bigger heroes will be distracted and no one will know a thing about the operation." She pushes up her glasses giving off a small unsettling smirk. Before Nezu can speak she interrupts, "I propose a plan under my order, We bring in hero Endeavor and not tell him like how I had explained. Anyone that is seen out of their house will executed immediately, under no authority will any of those citizens be left alive, they are all infected and shall be treated as such." She swipes the papers away from the map and draws four large circles on each side of the city. "These are the gates to the city, lock them all and guard them. I want helicopters in the sky armed..." She smashes the pen right in the middle of the map. "And I want Endeavor right there in the middle, We equip him with headgear that we say is for contact but is to drown out any screaming, he will be unaware of what he is doing." She huffs backing away from the table, the rest of the group is in shock of what had just been said out loud, they all know its unwanted but its needed at this point. "Now... Do you people do a vote still or do I take over from here?"
