Humans.

They certainly aren't the strongest out there- But they certainly are one of the smartest.

And definitely a being that can feel more emotion than any other creature alive. 

Everything was peaceful, everything was alright, normal, until one day when a gift was granted to them. Such power that they had never seen- had never even thought they would exist. 

They called it chakra.

Chakra first came into their lives as a blessing. It made humans' lives much, much easier. There was so much they couldn't do, that they could now.

However, they should've known that such power comes with a heavy price.

Greed.

Greed- it has of course, existed for a long, long time.

However little did they know, the more power they had, the more their greed increased. 

It was horrible to say the least.

Wars. Countless deaths and bloodshed.

They knew, once they started, they would never stop.

This war between the different lands raged on to no end. Some who were wise ran, but monsters- monsters, they chased them down and ripped all of them to shreds.

These monsters- These beings who we used to call human. They were no longer human.

They were monsters, called shinobi.

As years, decades passed, anyone who couldn't control their chakra properly were shunned and treated as outcasts, while the stronger ones, the shinobi, took control.

These shinobi served under the lord of their land- The daimyo, who claimed those seats through their wisdom or power. And some, through money. 

They were the ones who kept the stability throughout this world of the shinobi, and they were the only ones who communicated through negotiations instead of violence, and therefore were respected by the non-shinobi. To attack a Daimyo meant that said land wanted to disrupt the not so peaceful peace in the current shinobi world, and will be targeted by all other lands and wiped out completely.


People who are called 'humans'. They are incapable of controlling their chakra properly and they cannot fight. Either that, or they do not wish to become a shinobi. They are often taken as hostages, and in a lot of situations, killed for mere entertainment.


There were three ranks made to categorize shinobi by their strength.

The first rank, Genin. As shinobi who were trained to fight since young, they who are assigned as Genins are usually sent off to slightly important delivery missions, sometimes letters and sometimes packages. 

They usually have their first kill by being forced to kill a 'human', and their human kill count normally ranges from 1 - 10. Their shinobi kill count will mostly be 0 - 3 as they are inexperienced. During missions, they are commonly assigned to groups of two or three. Their missions are assigned by Chunins who have the task to pass on information to Genins.


The second rank, Chunin. As their strength and kill count increases to around 15, they will take part in an exams called Chunin exams. The Chunin exams are organized when there are around 100 Genins ready to become chunin.

The Genins will be seperated into groups of ten and put to different Arenas with a small forest and a few buildings. They will be paired up into two and to pass the exams, they will have to survive a free for all between the ten students separated into teams of two. The ones that survive will become chunin.

During their time as a chunin, their human kill count depends on their choice, and their shinobi kill count will be around 10 - 30. 

Chunins are mostly assigned to infiltration missions and assasination missions of low importance, therefore they are the ones who will possibly die in a mission. During missions, they are commonly assigned to groups of three or five and sometimes work alone. 

However, there are some Chunins who are tasked with passing information down to Genins as the council members don't have the time to talk to all Genins. They will be handed a list of task and their job is to give Genins the tasks.

Chunins' missions are mostly assigned by council members.


The last and highest rank of the three, Jonin. As a chunin, they will be personally selected by higher ups and tested to see whether they qualify to become a jonin. 

They can be tested in a few ways. The first one is torture, to test their pain endurance and their loyalty. The second one is assasination, which is very rare, where they assasinate a few higher ups from another land. The third one is to kill a genin or a chunin who went against their rules to see if they can put their emotions aside for the sake of their mission and their land. 

As the highest of the three shinobi ranks, Jonins have the right to give orders to chunins and genins. There are usually only around 8 - 20 Jonins in the largest lands, so they are usually allowed to listen in a council meeting.

Various high class missions are assigned to them, and unlike Genins and Chunins, Jonins have the right to reject or choose their own missions. They will not go undergo any punishment if they kill one of their own shinobi with a proper reason, but if they kill over  shinobi of their own, they will be locked up and usually, executed.

Their shinobi kill count would be around 50 + during their time as a Jonin. As there are not much Jonins, they usually go on missions alone or with a small team of chunin. To meet a Jonin in the village is quite rare, as they are often on trips outside of the village or on a mission.


(This will be different from the original Naruto Kage title)

The Five Kage title was suggested by Hashirama Senju, in order to lessen the huge battles that used to occure each and every day. It wasn't exactly an alliance, but the Five Kage are mostly chosen to negotiate under the name of their Land's Daimyo, and they are the ones who personally assign missions to Jonins.

The Kage is chosen by the council selecting a few talented people with working brains. The final decision is mostly made by the Daimyo.


A family can only be specified as a clan amon shinobi nations if they have a special kekkei genkai of their own. Clan leaders have no place in the council and all they do is look after their own clan in the village. Most clan Leaders are retired shinobi, but are sometimes still assigned to tasks within the village. 


Summoning Jutsus are rarely used, but they are more commonly passed down to clan heirs, or passed down to few selected Jonins by Higher Ups.
