After the rebellion, Katniss has convinced Panem's new president to keep the Hunger Games going; but only as long as the children of the Capitol were the tributes. Now it is time for the very first Capitol Games, and Katniss, along with Effie, will draw the names of the tributes. Panem's president has split the Capitol into thirteen different sections, each section having to send one boy and one girl tribute. This is about section twelve's girl tribute.
