Marcus Kane was supervising Camp Jaha when his eyes landed on Abby cleaning up a child with a head wound while Harmony holds his sleeping little sister towards the side.

Major Byrne walks up to Kane and says, "You sent for me, sir?"

"Dr. Griffin has confessed to helping those boys escape and giving them guns. She's to be supervised at all times... confined to quarters when not at work. Is that clear?"

Byrne gives Kane a hesitant look.

"What is it major? Spit it out."

"Unauthorized use of firearms... and aiding and embedding a prison escape are both felonies. The Exodus Charter is clear. The punishment is shock lashing. I know she is your friend-"

"She's not just my friend... she's a former member of the council and the most respectful person here. She's also the only thing that's keeping that grounder under control."

"Yes sir. Which is why it will work as a deterrent."

"On the Ark, we had to be ruthless. Uncompromising. Our hand was always forced. But down here... We have a chance to start over. Make something better." Marcus did in fact believe that there were more grounders out there like Harmony.

"And I hope that day will come, sir. But if we lose control of this camp- and we're on the knifes edge already- we won't live long enough to have that chance." She then glances over to Harmony with a disgusted look. "We need to start treating her more like a prisoner and not a guest."

"She has done no harm, only good. Not to mention the fact that we have multiple guard's watching her at all times. And on top of all that the civilians don't even know she's one of those grounders. We need all the help we can get."

Right as Marcus finishes his statement there is movement seen around the gate. They're bringing a grounder prisoner inside the walls.

This angers every single one of the ark citizens. People who believe that they have lost their children to these monsters. They try to attack or even kill this man, but the guards know they need him for information. An ark citizen is even accidentally shot in the process.

As Harmony is trying to follow the group transporting the injured man to medical, Kane stops her.

"Harmony wait. I need to make peace with your people, and please don't take this the wrong way, but I can't do that unless that man in there is willing to help. Please do something."

He's right. Even if Harmony offered to go herself, she knows that the commander will never even consider peace if it is her that leads Kane and his people to do so.
