Even though there are other plant based cookies, these two still have other similarities that are circled, so this lead me to think about some possible connection, and I came up with this:
Spinach Cookie is the older sibling to Herb cookie. And they were close as little kids, Spinach teaching herb about plants and vegetables and being a generally caring sister.
One day herb got separated from her and got lost, and found himself with sea fairy cookie, being taken in and eventually adopted by sea fairy.
As of now, herb has very vague memories of his sister, but still remembers things like the knowledge of maintaining plants.
