A well developed character is a big plus. Developing a character means having them experience events in their life and learning from both that and their mistakes. This ties in with character arcs. *Development may also refer to simply revealing more about a character as the story progresses, giving them a little more depth.

Character arcs are basically the path that a character follows that changes them and meets their goals. It's like a plot for the individual character's journey. They overcome obstacles and learn something new. For example, the main character could grow up as a rebel, always getting into trouble. But after her carelessness led to the serious injury of her littermate, she learned to take things more seriously and appreciate her life. She is now a respectful warrior.

This kind of stuff happens more subconsciously, so there's not much to really say. In short, start characters out as a lesser version of themselves, then have things happen to them, and then have them change their personality and become a fully developed character.
