We've got the world, now we just need to fill it with cats. Each Clan will need a leader, deputy, and medicine cat. The main Clan (obviously) should have the most attention when making these. Generally, the allegiances should be like this:
General Allegiances:
- Each Clan has a leader, deputy, and medicine cat slot at the top, in that order
- Apprentices' names go under their mentors, being written as "Apprentice, Examplepaw"
- Extra groups are mentioned after the Clans, same with Cats Outside the Clans
- Apprentices do not have to be properly listed in minor Clans
Main Clan
- Around 8-10 warriors
- 1-5 apprentices
- 1-3 queens
- 1-5 eldersSecondary Clan (such as an attacking/rivaling Clan)
- Around 5-7 warriors
- 0-3 apprentices
- 0-2 queens
- 0-3 elders
Third Clan (A Clan that is a little more known, but don't really contribute)
- Around 4-6 warriors
- 0-3 apprentices
- 0-1 queens
- 0-1 elders
Last Clan (Fourth and onward; a Clan that doesn't contribute at all and aren't really mentioned)
- Around 3-5 warriors
- 0-2 apprentices
- 0-1 queens
Cats Outside the Clans (*You don't absolutely need to make rouge or loner characters, but just in case.)
- 1-5 cats that live in one place
- 1 cat traveling
- 1 cat as a loner (obviously)
In order to make up the names and appearances, try to go back to the sources listed in Character Design > Aesthetic Design. You don't need to put too much thought into all the warriors, just some basic character archetypes that are easily recognizable.
