"What is it Kakashi?"
"Lord Hokage, I encountered a potential threat to the village on my way back from my last mission."
"What kind of threat?"
"There was a man laying in the woods unconscious, appearing to have some injuries that had been mostly healed, seemed to be in his early 20s, potentially younger. When he awakened he claimed his name was Tobi Nohara, and that he was not a shinobi, before attacking me, creating shadow clones, and fleeing."
"Interesting...
I presume you were unable to track him then?"
"My ninja hounds lost track of him on all accounts, as if even the original disappeared."
"I see... go file a report with Shikaku, if this person was able to escape you and your tracking skills, I don't want to take chances."
"What are you going to do, Lord Hokage?"
"I'll be requesting an ally to come here to the village..."
