If you have a VIP pass then you are able to offer first, but still if you offer 5 tags with a VIP pass but someone does something WAY better they get it but say they do 5 tags too, you will get it.
(If it's a NTA then you don't have to do anything with the VIP pass but you can if you want, you also don't have to offer as much)
