Raccoon City, 1998.
Raccoon City is a small, industrialised city located in Arklay County, an isolated mountain County in the Midwestern United States. Like every city it had it's law enforcement called the Raccoon City Police Department, but it also had an independent law-enforcement agency known as the Special Tactics and Rescue Squad or STARS. This organisation consisted of military veterans and scientific experts, and was meant to carry out criminal investigations that the RPD was not capable of handling, such as counter-terrorism or riot control.
Saturday, February 21st
One particularly new member of the RPD just received a letter saying so, as she was heading on her bike to the local vehicle repair shop where her brother was working. She lazily parked the vehicle outside, giving the same treatment when hanging up her helmet onto one of the steering handles, as she ruffled her hand through her hair to give it volume as she jogged to the male bent over a car engine.
"Yo, Charlie!"
The sudden noise caused the male to suddenly stand up from where he was, only to receive a painful bump on the head from the open bonnet. He took off his cap to nurse his head by rubbing it, as he looked over to see who the culprit was.
"Damnit, Rach' Don't make me jump like that. Jesus."
Rachel looked confused as she shrugged and gestured to her surroundings. "Uhh....did you not hear the motorcycle?"
He copied her gesture in taunt. " Uhhh...do you not hear all the other noises around here?"
"You heard me before you squealed like a five year old."
"Yeah, because the other engines and tools don't say my name. If they did, I'd be high tailing it out of here." His heart started to beat at normal pace again as he wiped the sweat off of his brow. "What's up?"
Rachel said nothing, she merely pursed her lips with a smile as she then revealed the folded letter from her jean back pocket.
Charlie caught on immediately. "You got the job?"
The letter had already been opened, as Rachel's tightened mouth turned into a toothy grin.
Charlie then took her by the arms and shook her in excitement. "Yes! Alright! I knew you would! You little nerd!"
"You said they'd take a look at my permanent record and reject me for sure." She quoted with a raised brow.
He held up a finger in protest. "I said they'd be hesitant because of your trouble making personality, but with your grades you're a shoe in for sure! Especially because of Dad. They eat that shit up."
"This is just for the RPD. It's not like I got into STARS..." She leant against the car Charlie was working on, crossing her arms over her chest with a shrug.
"What? You didn't apply for STARS?"
"They weren't hiring."
"Yeah but, you've been the top of your class in Mathematics and Science since you were knee high, not to mention you can basically talk to those computer machines."
"Still, you can't apply to a job that doesn't exist."
"You make it exist." He took a few confident steps towards his little sister. "Family rule number one, if one door closes-"
"Make a new one." She rolled her eyes.
"Even if it's by force."
"Hey I got a job right after graduating, can you just be happy for that? Maybe even proud?" She asked holding her arms out.
