Uncovered Scripts reveal he joined later in the series where Sally and Wally host a camping trip in the woods and come across Larry. The Scrips say he's been feeling lonely sitting up on the moon while everyone was gone during the night, so he decided to move to the neighborhood to make friends with its residents making him the official 11th neighbor.
Joining later on in the series, Larry is a special case for Welcome Home because he's introduces a segment in the show that takes place at Night Time. He's accompanied by other characters as he educates them about his home town up in the Stars. Other than that, his other gimmick is being the polar opposite from Sally. Where Sally's a rambunctious and outgoing ray of sunshine, Larry is a more quiet and reserved, often being Sally's voice of reason whenever she gets carried away. During Sally's Segments, Larry would be in the back working on the more technical side of theater work rarely being part of the actual shows. This is mostly on account of Sally being aware of Larry's problem with being in front of crowds and being more quiet than the others. Though when Larry's out there, he does what he can to give a good performance for Sally. Often showing off his hidden talent. Tap Dancing! Another thing that makes Larry Loonar more unique is that he's the first to be part of an established relationship with someone on the show. While only hinted to in live puppet skits and more touched upon in story book segments, it's said that Sally Starlet has grown fond of Larry in a way that goes beyond friendship. While implied they get together in art pieces, it's currently unknown how exactly.
Concept artwork reveals Larry to be a live-hand puppet. Some photographs reveal there to be a set of walk around legs that likely indicate his tap dancing was performed by a real tap dancer!
