In the castle of the two guardians there is a meeting being held between the council. There is a large table in Elon's office with every member of the council having their own custom seats representing each kingdom. The representative for the Elves, Ethendaal, speaks up.

"According to many reports from citizens in rural areas. There have been numerous attacks from dragon reports. I request that there be an order to capture and tame the wretched beasts. Turn them into public transport." Ethendaal exclaims with confidence and authority.

A slam on the table is heard from The Onerios, Atlas. A look of rage on his face and low growl is heard from him.

"Wretched Beasts!?"

"Yes, those creatures are far too reckless when they aren't being controlled." Ethendaal responds.

"We, Dragons only respond to the abuse you put us through!" Atlas spits back.

"Honestly Atlas. You'd think you were the representative for the dragons, but oh... that's right, pets don't have a voice." Ethendaal laughs.

Atlas' eyes glow with fury as he grows wings and scales. Growing in size transforming into an S-Class dragon. Roaring at Ethendaal. Strong winds blowing towards the council on the other side of the table. Knocking Ethendaal back. Atlas walks around the table to Ethendaal.

"This pet will eat you whole." Atlas snarls.

A cherry blossom Terconas stands up at the table.

"You two please! There's other ways to discuss this than fighting. Emperor Elon has been generous enough to allow these meetings within his home. You guys should be respectful of his hospitality!"

Atlas lowers his head.

"My apologies, Emperor Elon..." Atlas says return to his humanoid form.

Ethendaal raises his hand at Atlas. A ball of fire appeared, his hand firing it at Atlas. Elon raises his hand in the direction of the two in the blink of an eye. A black orb appears between the two. The fireball is sucked into the orb, being absorbed by it. The orb floats back to Elon; he holds it in his hand. He watches as the fireball floats around in the orb then dissipates into nothing. Elon throws the orb into the air, the orb disappearing.

The room is silent and some of the council members tremble with fear. Elon parts his lips to speak.

"Empress Zaria is correct... In fact there are lots of precious artifacts in this very room. Some that could break all the worlds if destroyed." Elon states, sighing. Looking back at the mobile that holds all the worlds. "It would be devastating if it was destroyed by your carelessness. Considering the world ending consequences of its destruction, a punishment worse than death would be in order. I think Duke Rarenon would enjoy a friend don't you think...?"

The room shutters from the threat spoken from their leader. Atlas and Ethendaal return to their seats. Elon speaks again.

"Do we as the council of the worlds grant the request of the Elven kingdom? In case you have forgotten. The Elven Kingdom requests the capture and taming of dragons in their rural locations. These dragons will then be turned into public transport. May I get a show of hands for granting their request?"

A majority of the representatives raise their hands. Elon observes this feeling disappointed.

"Very well then... Sir Ethendaal, The council grants your request. Tell your King, he may send out those orders."

Ethendaal smirks and sticks his tongue out at Atlas.

"I have some important news for you all and it is essential that you pay attention. Empress Zaria has informed me that she personally saw The Fallen Guardian in The Harentia Empire."

The council let out collective gasps at this information. Elon raised his hand to silence them.

"I do not wish to panic the masses. This information shall not leave the council. The grimoire containing his memories is still safely where I have left it. He is no massive threat, so do not fear him. I demand that the council report back any actions you see as suspicious. Since he has been physically seen and identified, I have reason to believe that someone has united enough artifacts to bring him back. If they have done that much it is not a stretch to think they will be going after the other artifacts. I demand that there be council members guarding the rest of the artifacts. If for some reason you fail, report to me immediately."

The room is filled with an intense aura between every council member.

"This order is effective immediately. If I am understood then you are all dismissed."

All council members except for Elon and Zaria, get up from their chairs and proceed to leave. Elon gets up from his chair, walking to the balcony past the mobile of the worlds. Zaria gets up and walks towards him.

"Considering you have delivered that information to me, I find it hard to believe you did not understand me." Elon says to her, looking off the balcony.

"I understand perfectly, Emperor Elon. I have stayed behind to make sure you are alright. Hearing the news of him being back must be the most troubling for you." Zaria responds, expressing concern for her friend.

"I am... indifferent... I am happy at his return, but if he were to gain back his powers... I don't think I can seal away his memories and magic again... and with his curse I don't think that I can defeat him either... The worlds will fall..." Elon states.

"But what about the spell to remove his curse, wouldn't it be better to unite the artifacts and remove his curse?" Zaria questions.

"Without knowing what kind of curse has afflicted him, I'm afraid I won't be able to complete the spell without him first returning... That would mean letting him run free with the curse still upon him... Hundreds if not thousands of innocents could die... I would not be able to live with myself if I allowed that to happen... It's better this way..." Elon states showing no emotion on his face as always, but he's feeling sad.

"And what if he reunites all of the artifacts?"

Elon looks at Zaria over his shoulder.

"I don't know what I would do..."
