Part of Olympian council? Up to you
This is kinda how I was thinking in my head:
Adira was born exactly one month after Athena became Patron of Athens. Her birth was decreed by the fates. She would be the most powerful Olympian, capable of taking on any of the big three at anytime and winning, two is harder but possible, and all three is difficult but also possible, as long as she's at full strength. and she is not bound by ancient laws.
However before she can be strong she must be weak for power doesn't come without a price. The fates decreed that before she can come to her full power she must pass the challenges set for her. For many years Adira will know nothing but pain, misery, and failure. Never fully managing to master her domains and powers.
She has very few followers, not enough to boost her strength. But she doesn't crumble under the pressure. She trains hard and one day she meets a man, a mortal that she falls in love with. Serion. Serion loves Adira as well and they have a child together. However both the child and the father dies a few months later, due to an illness (or something else I dunno).
Adira was at a council meeting at the time and didn't find out until a few hours after their deaths. Her grief was strong and for over a month the mortal world was plagued by strong natural disasters. Aphrodite, being the goddess of love was able to sense Adiras heartache and pain and she comforted the youngest Olympian.
Adira couldn't help but think that if she had been stronger she could have protected them, saved them. And so, she trained harder than ever, pushing herself to the limits. She saved as many as she could, wether they be mortal or not, and gained quite a following. All those she saved started to sacrifice to her to follow her.
And with their sacrifices and offerings she became more powerful. One day she decided to create an island for those who wish for asylum/protection and she named the Island Serion. In honor of her late and only lover. For many centuries she never took another one, nor slept with anyone else.
The island became a safe haven for mortals and immortals alike, for demigods and nymphs and well anyone. Adira saved up her strength in order to put a protective barrier around the island and it's surrounding waters. It took her 6 months to put up the barrier. And she slept for 6 months after it was done.
Adira was revered by her people for she never turned her back on them and she never became bitter, even through the torture the fates put her through. Adira was content to live how she was and for her only followers to come from her island. She didn't expect much else and she didn't have much influence outside of her island.
But one day, when the Romans went to war against (I dunno put whoever you want just make sure they are strong) they started to lose, badly. After the first battle the Roman's lost a lot of their soldiers and supplies they offered sacrifices to the gods but they were still losing.
One soldier, a man named Tyler (first one to come to my mind), remembered a time when he was younger, his family was traveling to Rome when they were attacked by (someone just put something I'm saying monsters for this) Tyler remembered praying for help. For anyone to help them, and he remembers a gold light, a girl fighting off the monsters. His dad saying something about a Cyrene and then it was over. Since then his family always sacrificed and prayed to Cyrene, the goddess of protection.
Thinking about it, he decided to tell the general, they had prepared a large sacrifice of cattle and sheep to sacrifice to Mars, in hopes he will help us in battle, but thinking about it, Tyler is sure they would do better with protection.
So Tyler convinced the general and officers to make the offering to Cyrene. And so that's what they did. Later in battle, the enemies arrows and weapons seemed to bounce off the soldiers armor. Their armor could not be pierced and the walls they had built never once crumbled under enemy assault. They emerged from the battle victorious. And since then the Roman's began to worship Cyrene as they did Mars or Jupiter.
Cyrene/Adira became incredibly powerful, and not being affected by ancient laws she was able to do a lot more to help. She became popular and revered among the mortals and feared by her enemies. This continued for many years. And a few years before her half brother, Percy Jackson, was born, she met another mortal, a man by the name of Paul Blofis. They fell in love with each other, and though Adira will always remember Serion and her firstborn child, she had come to terms with their deaths so did not feel bad about taking another lover.
Cyrene and Paul had a child together, a girl whom Paul named Alayna. Alayna was born two years before Percy. And though Alayna had it easier than most, she was still attacked by monsters everywhere she went. Except for at her home seeing as her mother put a protective barrier around the house to prevent monsters from attacking her home. Though Cyrene would love to raise her daughter, the fates forbid her from interacting with her daughter for more than a few hours at a time and only once a month. Though she doesn't know why.
When Alayna is 12 she goes to the wolf house to be trained by Lupa. She joins the legion at 13.
And that's about as far as I got with this idea. If you want to write this story go ahead, just give credit where credit is due and tag me or comment so I know and can read your story. Thank you.
