Okay so I really love France but I don't know how to tell him. I really want him to be my boyfriend and I don't know what I should do to tell him or how or when to do it. I really need your help guys.

Maybe what you could do is just write him a note saying something like
"Hey my friend thinks she might be in love with someone and they want to know how to ask them out. How would you want someone to ask you out?"
Maybe you might be able to see how he would want to be asked out and do that.
