Venus knew from a very young age that she would be used one day. If it wasn't going to be her parents, she knew it would be some higher ups wanting to take advantage of her. She knew it the moment she was able to mimic the shadows of herself with her hands. Or when she would step into the shadows when her parents got too demanding.
She also knew from a young age, she wouldn't get to live the life she wanted. She wouldn't be able to explore the world, or grow old with the person she loves. She would be used by everyone around her like the other supes in the world. That was until she met a lovely lady by the name Becca, who was the person she needed as a friend, thus resulting in her meeting the infamous Billy Butcher.
And when the disappearance of Becca occurred, and her only other friend completely blocked her out, Vought had a proposal for her. While they just wanted her powers and for her to be as great as a hero as Homelander, she didn't want to be in the limelight. Not when Vought was the sole reason for her existence, and so that they would be able to use her as a puppet.
And after the news of A Train running into a poor girl, she really wasn't surprised when Billy came back to get her to help take down Vought. But she was surprised when Homelander's little sister wanted to help them.
