The Hero Public Safety Commission.
It's practically the government when it comes to heroes. They make the laws, they give the licenses, they're the reason heroes are able to keep up images and actually be heroes.
All heroes have a reason to be part of the HPSC, and why wouldn't they? They work for all people of Japan, all heroes of Japan, and to keep people safe, always.
Well, at least it was.
Then the paradine shifted.
Normal people, civilians, the people most affected by a government's actions probably wouldn't have noticed. Why would they bother? They're busy enough with life as it is, and Villains don't make it any easier. They should know about the HPSC, but why invest time into it?
Unless you're an employee or a hero that is. In those circumstances, well, you would've felt that power shift.
Suddenly, secrecy entered the entire commission. Whether it be locked behind keycards, passwords, or simple denials, barely anyone would've been able to see what really goes on behind the walls of the building, or what happens underground.
No one could pinpoint where exactly this shift occurred. Many claim it was when All Might appeared, and rose to the top of the hero rankings board. Some claim it was the implementation of the rankings board in the first place, with heroes paying and corruption seeping in to get their names slightly higher just to fuel their own ego.
Regardless of it all, the HPSC was once a respectable organization, if maybe a bit sketchy, but it was for the people.
Now though?
It was best to consider it a funnel for corruption and Evil by Proxy. Whether it be the massive cover-up of Lady Nagant's 'Defection,' Hawk's absolute torture that they called training, the Paragon Program in general, or the many, many background deals they do just to keep the city and country running, even if those deals are with some of the shadiest and most outright sketchy and evil people and organizations known to man.
'Well, what can you do?' A Green haired teenager thought, taking out the 6th flashdrive from the computer. This was definitely not what he was supposed to do. He was recently hired as an intern at the Commission, fetching coffee, filing papers, and just being someone that others can complain to. Not about though, most people saw him as too much of a cinnamon roll to be angry at, unlike some of their colleagues.
Due to this, he heard far more then he probably should have, and was given far, far more access to things then he should have. Whether it be a small notepad holding a password, a leftover key, or some simple gossip, who was he to not record everything he heard or saw? It's not like anyone would notice a Facility Manager Keycard going missing for a couple minutes? It's not like they kept track of their things anyway. That's what he was there for! To keep track of things, and deliver coffee! And so what if that Coffee makes them slightly groggier instead of giving them energy? Must be an illness or something. It couldn't have been the intern, who barely knows how to use the coffee machine. Maybe that pouch was just out of date. Couldn't blame him, he was only 15 afterall.
Speaking of that Intern, who was walking away from the Community Manager's PC, with 6 Flash Drives, each with numerous documents and files on them, well, certainly it couldn't be for any nefarious reason. Afterall, this was Izuku D. Midoriya, an intern that was relatively well liked amongst the commission, or at least those that bothered to interact with him. Known for being incredibly kind, with an indomitable will and a penchant for helping others with literally anything, plus his immense skill in coding, which he inherited from his father, a former programmer for an antivirus company. Most employees saw him as an angel in their time of need, whether it be as simple as delivering a letter, so they never had to leave their desk, to helping to create a free firewall for most of the employees, Izuku was almost guaranteed a career at the HPSC, possibly at upper management if he was lucky enough.
