The council is a group of non-mortals, usually just very tall black shadows with no defined features, sitting in a separate dimension. These shadow figures are responsible for the entirety of all dimensions and how they work. There's 11 members, all with different "jobs".
-#1 takes care of the in-between-worlds list. It's job is to chose 50 soulds per dimension everyday to be sent to the in-between-worlds (read first chapter to know more about this world). The souls are usually chosen randomly except for a few individuals: If a soul meant to die has been causing chaos in the dimension and messing with natural events, it's sent to the in-between-worlds to avoid letting it cause more chaos if resurected. The grim reapers (read next chapter for more info) can add more people to the list if they please OR can switch someone from the list with another soul as long as they respect the minimum quota of 50 souls total.
-#2 takes care of the cause and effect. It's job is to make sure that very big natural events of cause and effect is respected and that the passage of time does it's job, by exemple: If a big disaster is meant to happen, a seer shall not change the future and disturb it. In some occasions, seers will not respect that law, which can be annoying and mess with a lot of written down events, in this case, #2 sends the seer to a different dimension (they won't notice a difference, it's the exact copy of the original world but with the modification they made in time) and the dimension they originated from will be put back to normal with zero change in the cause and effect events. Sometimes, however, transfering the seer will have consequences as the seer will start to experience weird anomalities, it usually happens when the seer isn't powerful enough yet to make that big of a jump between realities, because the event they disturbed and modified was too big or too far back, an exemple using my friend's oc, the seer who's had the most "screentime" in the roleplay, would be when he went too far back and started feeling electric shocks in his entire body that would get worst the longer he stayed in the new dimension, forcing him to go back, fix the modification and retreat to his original reality, deleting the modified version.
-#3 takes care of evolution. It's job is to chose what needs to be changed in a certain specie in order for the specie to progress. With the breakthrough of magic in the dimension where my stories take place, evolution had to be done fast. A lot of dimensions have had breakthrough, intertwining with other dimensions, that's where #3 is important. #3 ensures the evolution of magic smoothly through a dimension, mostly creating the species and giving them the traits needed in order for them to survive in the territory they'll "spawn" in. #3 also makes other species evolve but it's a slower job which requires a lot less work, giving it more time to focus on spontaneous and urgent evolutions.
#4 takes care of natural events and disasters. It's job is to decide what happens where and when in dimensions. In contrary to #2 who makes sure that the events aren't disturbed, #4 just makes them happen. #4, however, doesn't impact any behaviour from any living being, all it does is decide on NATURAL events. Disasters made by men (or, in this case, any living being?) is out of pure free will. Members of the council have no direct powers on the counciousness of the individuals and can almost never predict events unless they are big enough (and, in that case, if it was written down, #2 ensure that it happens, even if it's bad, as long as it doesn't interfere with the cause and effect.
#5 Takes care of power distribution. It's job is pretty self-explanatory, it basically just picks a specific power and gives it to a newborn who doesn't have any specific powers from their parents/grandparents. A specific power can be passed down to descendants but it doesn't always happen, most of the time, the kid doesn't receive the power. Not all individuals have specific powers, some of them only have generic powers (generic powers = Powers that anybody with a certain type or from a certain clan has. Exemple: fire types will have fire abilities 100% of the time. Angels will have healing abilities 100% of the time.)
#6 takes care of the dead. It's job is to detect all dead bodies from which a soul can be extracted and send the coordinates to grim reapers. It's the grim reaper's job to decide where the soul goes after this (unless there's directives on the list).
#7 takes care of the second chance. It's job is to, every month, design one soul from the in-between-worlds to be sent back to their original dimension. The reason why there's a person just for that is because the member has to plan a new life for that soul. Chose a new body for it, chose which family it'll be born in, erase it's memories, modify a few of it's interests and it's personality to ensure that their new life will be better than the last. Exemple: Most second-chance-souls previously had a terrible luck and died early. #7 ensure that, this time, the soul will have a better luck at life and will live longer.
#8 takes care of the free-will. It's job is to ensure that free-will of the individuals in a certain dimension doesn't exceed the limit. By exemple: That an individual doesn't start ripping through multiple dimensions to break the whole system. Or that an individual doesn't try to destroy any dimension.
#9 takes care of dimension-building. It's job is to design how certain dimensions look, creating natural environments and species, mixing colors to make it interesting. By exemple: after the magic breakthrough in our universe, #9 designed the new planets, made choices to remove some of them, changing them slowly and smoothly so that it wouldn't be too drastic of a change, making sure no specie would be too disturbed (especially humans, in this scenario). It's also #9 who very slowly grew the Yaerichs island to make it into a continent, ensuring that it didn't change too fast to avoid creating disturbance and fear.
#10 takes care of behaviours. It's job is to chose a selection of behaviours and quirks for a certain specie. As much as #9 builds the world and designs the species, it can't chose how said specie is gonna act, and, as much as free will exists, #10 puts down bases and the specie/individual will, later on, make decisions by itself. By exemple: #10 chose humans to be inventive and intelligent, humans later on, with free will, decided to create the internet, wasting the inventive and intelligent potential on skibidi toilet.
#11 takes care of the council. It's job is to ensure that other members are behaving accordingly and finishing their tasks fast enough and well enough. Most of the time, members do their job very well, almost like robots, but, on certain occasions, a member will divert from the tasks that they are assigned or will developp empathy towards certain individuals (especially #1), going against the task that they were given. In this case, #11 will expulse the member and have them replaced. The faulty member will be sent to the last dimension they had interact with/worked on, appearing as an average individual. The only difference is that they'll have a very specific marking across their face/entire body. This marking cannot be replicated, it's to ensure that everybody knows that they were a faulty member and shall be discriminated and tormented anywhere they go. The member can, of course, wear masks and clothes to hide it, which is what they usually do in order to be treated equally.
A detail about the council is that they speak a very specific language, this language does not really have a name so it's usually just refered as the "council's language" or, in our dimension, sometimes, as the "chef's language" since chefs of clans can also speak it naturally. Only chefs can access the council to discuss. Once a chef is passed down, they forget the language. (Will talk more about chefs in another chapter, probably the one right after the grim reapers.)
