He wasn't stupid. He knew what a lot of people thought of him, but maybe it's better this way.
One thing he'd learned and learned well over time is humans don't like the unknown, unknown territory is something they positively dread. Their heart rate accelerates and their eyes dilate. All symptoms of dread or fear.
People dread him being more advanced than he acts. People fear the fact that he could do more than what he was initially programmed to do. He'd very well seen it first hand.
A few months back offhandedly Tadashi had requested he try to make something. While everything I detected had shown he was joking I tried anyways. I'd say it turned out edible [Nothing Harmful for Consumption] but he seemed both alarmed and unerved.
I asked him if he was okay, and what could be causing the stress symptoms he was exerting and he responded:"You- you uh. Should have been able to do that." Then he muttered 'maybe i should check if my assistant put that in his coding...'
I know they didn't, but I didn't wish to cause any more stress so I just stayed mute. It's very odd, maybe I shouldn't be able to do such things but Tadashi had left far too many loopholes for me. I try to avoid using loopholes given as they're not only bad but also evidently disruptive.
All in all, people are complicated, this response requires further investigation.

Tldr: Our boyo is able to use his initial commands to build new commands basically making him have human intelligence but the people around him are freaked out by it so he just acts a lil dense
