In this storyline Kijima and Naoe aren't rivals to be the prime minister but are working together to make the Japanese education system the top of the world
For those who don't know these names
Kijima (founder of ANHS and prime minister)
Naoe (main founder of the whiteroom and the boss of Atsuomi Ayanokoji "kiyotaka Ayanokoji's father")
Since Kijima and Naoe are working from the start Atsuomi won't feel betrayed and would be loyal to Naoe hence the white room would actually be under government funded and would be more humane towards the students of each generations and they have the option to drop out whenever they wanted to and they are unrolled by their parents (only high class bussinessmen of Japan AKA the elites of Japan)
The curriculum would still be as hard as the original but there won't be any punishments although the school (Whiteroom) would still be white in order to stop the students from getting distracted and they will only absorb the information given to them and would put all efforts as distractions like electronics, TV shows and anime would be prohibited and they're also visited by their parents once a month

Because of the more humane whiteroom Ayanokoji wouldn't have the trauma and would have emotions but is still as capable

Because of the more humane whiteroom Ayanokoji wouldn't desire to escape and he would be actually more powerful than the Ayanokoji we see in the anime because remember the original Ayanokoji escaped the whiteroom at the age of 14-15
