His hand trembled slightly as he held the wine cup, looking at the wine master and asking, "These questions... Can small academies like ours opt out?"

The wine master took a bite of food and said, "As long as your academy is registered with the Ministry of Revenue, you must submit a set of a hundred self-drafted examination questions by July."

The headmaster paused, whispering, "What if we can't write them?"

The wine master glanced at him, a smile on her lips but little humor in her eyes.
