Marty commented, "Let's change the subject."

Biff was grateful, "Thanks, I don't like talking about my old, nasty, self."

Marty asked, "Do you think that I could see Citizen Brown if I did all the bad stuff you used to do?"

Biff shrugged, "I guess... but why would you wanna act like that?"

Marty ignored that, "What is this... Citizen Plus?"

Biff explained, "It's Citizen Brown's new re-education program. And I'm the first of Hill Valley's Citizen Plus. Ah...Pluses?"

Marty commented, "I want to know more about Citizen Plus."

Biff replied, "And I can't wait to tell you all about it. Did I mention the swell digital watch you get with the program?"

"You said that you get some kind of watch?" The youngest McFly asked.

"Oh, it's a real classy deal. Just look at the state of the art ticker. It's got all sorts of special modes programmed in. I still haven't figured out how to set the time, but I'm sure a smart guy like you could do it no problem." The man further explained.

Marty commented, "So what's the point of Citizen Plus?"

Biff stated, "Well, it might be notable for an outstanding citizen for like yourself, but the hypnotherapy sessions help tame the urges to break the rules."

Marty did a double take, "Hypnotherapy?"

Biff said, "Well sure, Martin. Why, it makes obedience automatic."

Marty was furious now, "Obedience? This is some kind of brain-washing?"

Biff thought for a minute before answering, "That's a good way to think about it. Scrubbing all of nasty thoughts right outta your noggin."

Marty paled, "It's voluntary, right?"

Biff explained, "Sure, for the pilot program. But eventually it will be mandatory for everyone."

Marty stated, "Mandatory? Are you nuts?"

Biff shook his head, "Nah. I used to be nuts. Now, thanks to the Citizen Plus program, I'm probably, the most sanest guy in Hill Valley."

Marty insisted, "Okay, let's stop talking about Citizen Plus right now."

Biff was disappointed, "Okay..."

Marty asked, "So, you won't break any rules anymore?"

Biff answered, "Can't. The Citizen Plus treatment makes it physically impossible for me break rules."

Marty raised a brow, "How so?"

Biff explained, "Now I get psychically ill if I try to break a rule."

"How's your re-education holding up?" The youngest McFly asked.

"Still incapable and uninterested in breaking the rules." The man answered.

"Sure you aren't craving a beer?" Marty asked.

Biff started to admit, "I do kinda miss beer..." That's when he made a face. He added, "Oohh on second thought... Blah."

Marty kept trying but Biff wasn't budging.

Marty said, "Alright, Biff. You're off the hook this time."

Marty bid adieu to Biff, seeing that Annie had returned. She had a box on her. She went behind the alley. Marty perked up as he followed her. She was spray painting some graffiti, with her headphones on. She was really good at it. Marty tapped on her shoulder, making her turn around to him.
