Girls-
When a girl has a crush on a boy you either can tell, or you just can't. Sometimes girls will react in a way where they seem to despise the boy. Other times the girl is flirtatious. When a girl likes a guy she doesn't focus on appearance all that much. Sure in her head she thinks he's so cute, when in reality he could be really .. Not so cute. A girls mind is powerful and personality comes before looks, even if you think, no way he's totally cute, odds are it's just you & that's okay. You put personality before beauty, even when your brain is already telling you that you think he's cute. We are all different ;)
Boys-
So I am a girl, I don't know perfectly what guys think,but from what I see.. When a guy likes a girl I usually see him by that girl a lot, even if they aren't associating with each other. Guys sometimes do weird stuff to get the girls attention. Sometimes guys will tease the girl just to be around her a lot. Teasing is kind of a flirty thing when you think about it. When a guy really likes a girl, all of his attention goes to her, the girl just doesn't notice it yet.
Tip-
Be bold! Tell him/her that you like him/her. Start slow. Little things,maybe just helping with homework, inviting to play a sport, take little things you know about that person and use them to know each other even more. Then when the time comes, you'll know :)
