If we consider 8,000 to 9,000 planets settled with a specific amount of people, we could look at a Galactic population of between 400 to 450 Trillion people. That means Laitis and Gourma ALONE make up at LEAST 3.2% of the population of the Galaxy and at MOST 3.6%.
Polaris in comparison only makes up between .55% and .49% of the Galactic Population. This made the entire situation with the Abkgorans into a full blown crisis. There could be as many as 20 Trillion Abkgorans, which means a good chunk of them are on distant planets and well populated areas.
To Polaris and it's people, the Abkgorans could have infiltrated their government and their civilian lifestyles. This allowed the Empire to enforce laws that openly discriminated against anyone of Abkgoran descent, even if it was just by a tiny bit.
The Polaris Empire attempted to Tarrif Abkgoran Consumer Goods, but this backfired when the Empire was plunged into a Depression just because of this one action. It created mass panic within the Polaris people, and so the Empire was forced to concede.
Abkgoran Crime against Polaris citizens skyrockets to 956% on Polaris itself, as well as increasing between 550% and 750% on their Colonies. It was interesting because crime on their homeworld, Laitis and Gourma, both dropped so drastically that it seemed to be orchestrated.
The whole Galaxy watched as Polaris struggled to deal with the now turned situation. Their police were overworked and their Military had to be called to establish martial law. Then came the ideas on what to do with the Abkgorans...
