I like to think that Jack always had his signature blue hoodie because he got it when he met Elsa. When Jackson Overland became Jack Frost, he was still in his colonists clothes. No one really knows when or where he got his hoodie, so I'm going with that Elsa made it for him. So my theory is that Jack Frost came across Elsa's ice castle before he became a Guardian, they got talking, became friends, starting having feelings for each other, blah blah blah, and Elsa makes the hoodie for Jack out of her magic, just like she did her dress, as a gift or something. And he never takes it off because it's the only thing left has to remember her and the love that they shared.
