The bulls are a relentless type of zombie. Like Chloe explained them, they were crazy before the Apocalypse happened. Their straight jackets are made out of metal, and despite the picture, Bulls' eyes are always dark black with faded red pupils. They have what looks like gas masks on, which doesn't help the fear they already drive into surviving human beings.
The picture is as close as I could get to the real thing that I made up.
So I hope this clears up the Bulls for you
