After superman "kills" Doomsday in the fight to save the world, the military relocated Doomsday to a highly guarded military base called Area 51. When they arrived Doomsday was placed in a kryptonite filled room and was watched 24-7. Two days later government officials decided that they can try to use his blood to create a super soldier serum. But when they open up the door Doomsday stands up and sprints out of the door and starts his rampage.
He decides to finish what he started. He runs through the entire base killing anyone he sees. By the time he is out of the base every wall and doorway are painted with blood, the bodies of the staff, guards, and soldiers are laying in a pool of there own blood.
Doomsday is now loose again and is looking for fresh blood and so his rampage on the world starts again.
