There's at least one facity in each state and province, several in each country. The facity is full of memories. Memories that are no longer needed, removed, or exchanged for a different memory.
It's called a memory vault. They're located all over the world. Some memories are removed for sercurity purposes, while others are just to painful to keep. So they either remove the memory of the event or person completely, or they exchange it for a new memory.
This vault can create any memory possible. Between a simple moment longer with the one you love, to erasing a major disaster.
They can make you forget anything, and make you live in a fictional world.
The reason they do this? The world was nearly at an end before the 'Enforcers' took all the "bad" people and erased their "dangerous" memories. Enforcers are men and women who have come together under the new government, known as The Council. They capture all the people deamed "unfit for society" or if they know something they shouldn't.
The clean up took 3 years, and all the while people would hide away, scared of being caught for the slightest mistake.
The world has changed, and when the people who are captured are released, they are nothing like they were before. They erase you completely, if you don't let them control you.
