The alarm clock beeped, trying to get the two currently snoozing under colorful sleeping bags to wake up. It worked, considering you woke up, groaning at the morning light that seeped in through the windows. You shimmied out of the warmth to slam on the alarm clock before going back to the sleeping bags to wake up your friend. Nice and gently now...  

"Hey, Peter!" You shouted, shaking him violently. "It's time to get up! We have a World Meeting today."   

Peter opened his eyes almost instantly, grinning. "I know we have a World Meeting! I would never forget something like that." The young blonde nation jumped up, grabbing his things and running into the bathroom. "I have to dress my best! I have a feeling they'll let me in this time!"  

You giggled, though felt sorry for your friend. The older nations never let him participate in any of the world meetings, no matter how hard he begs! Personally, you found it unfair, because Peter had some pretty good ideas, especially for such small nations. Well, at least, he had some more ideas then you, a new found island nation. Unlike Peter, you were a bit more on the quiet side, and wanted to see how the other nations' rolled before saying any major ideas. However, the bigger countries never gave Peter the time of day. They say horrible things like, "Who even is this 'Peter' you speak of?" or "Sealand? What's a Sea-Land?" It made you upset, so, you tried to bring some of Peter's moresensible ideas to the others- giving your friend credit, of course. They give you strange looks every time you bring it up, though. Worst of all, they were starting to say you're crazy! America, France, China, England (Who, you found to be hypocritical, considering he talks to the plain air!), etc.! Why can't they just give Peter a chance?   

"(Name)?" Peter, dressed in his usual sailor attire, snapped you out of your thoughts, making you realize you had just been standing there, staring off into space, still in your pajamas. You gasp and run to your closet, ignoring Peter's obnoxious laughs behind you. You grab some fresh clothing and run into the bathroom, slamming the door and rushing to change. You hastily put on a pretty, icy-blue dress. It was slightly heavy, considering the design and to help keep warm from the cold, considering the meeting was taking place in Can-Cash-Cannoli? You shake your head, knowing that cannolis are a delicious treat, not a country. Anyway, it's cold there, especially during this time of year. You slipped a matching headband in your silk (h/c) locks before running into the living room. Peter tossed you your coat and the two of you left the house, hand-in-hand.

The two of you entered the meeting building, shaking the snow that had accumulated on your jackets and hats on the walk over there. Peter squealed excitedly- though, he would deny he actually squealed. "I'm going to try and talk to some of the big nations! I think I was starting to convince Lithuania!" He grabbed your hand again and pulled you along. "Come with me!" He shouted back to you, as if you had a choice.  

Peter shouted at poor Toris, startling the nation. He glanced at Peter, to you, then back to Peter. You shot him an apologetic smile, knowing he already had enough to deal with- having to live with Ivan and all. Your blonde best friend instantly started to try to convince Toris that he was, in fact, a real country. The small 'island' nation of Sealand. Population: four citizens.  

Peter continued to yell at Toris (it really wasn't Peter's fault, it was just how he talked) until Ludwig called everyone in for the meeting. Toris instantly ran inside, trying to get away from the little blonde as soon as possible. You linked arms with your friend and started to pull him into the meeting room. However, as soon as the two of you fully stepped inside, Arthur Kirkland stopped you two. 

"He's not allowed in here!" He shouted, acidic green eyes glaring at Peter, his 'younger brother'. You stepped back a step, eyes wide, but Peter just stood his ground. 

"I'm just as much as a country as you are!" Peter defended himself, and you nodded your head to support your friend's cause. Maybe a true winter miracle would come today. Maybe today Peter would be able to be apart of the meeting for once. 

Arthur opened his mouth to snap again, but Germany interrupted him. "I'm sorry, ah-"

"Sealand!" You and Peter both piped. 

"-Sealand, but you are not recognized as a country. You must leave now." 

Peter bowed his head, knowing that Ludwig was the country that ran the show, and what he said was final. Pride broken, he waved bye to you and left the meeting room. You sighed sadly and went to your respected seat.

Only twenty minutes of the meeting had went by, but for you, it felt like two hours. You rested your head heavily on your hand, ignoring America give his usual speech about making a hero protect the earth from global warming and looking out the window instead. You watched the snow gracefully fall from the sky and sighed. It was so boring sitting inside for a meeting when you and Peter- who you knew was sitting in the main lobby pouting and waiting for you- could be outside making snowmen, snow angels, and snowballs! A soft tap on your shoulder pulled you out of your gaze. You looked over to your right and saw Kiku gesturing to the front podium. It was your turn to go up and talk. You smiled a thank you to him and got up, smoothing out your dress and walking to the podium. 

"Good morning, everyone." You paused, making eye contact with every nation in the room. "On the topic of global warming, I think..." You paused again, looking at your speech before turning around and looking at the snow. "S... Screw it!" 

The other countries gasped, for you were never one to completely disregard a topic. 

You continued, spinning back around and slamming your hands on the podium. "We're inside waisting away while it's snowing outside! I'd rather be playing in the fresh air, sledding, then in this stuffy office!" You walked towards the door and opened it. "Now, if you'll excuse me, I'm going to go play outside with Peter." You slammed the door behind you and marched over to Peter, who looked up at you with shock. 

"Why are you out here!? You guys haven't even reached the break yet!"

You smiled at him. "I couldn't leave you out here alone. C'mon, let's go to the park." He nodded and grabbed your hand and the two of you left the building and headed to the nearby park, bundled up in winter clothing. The two of you had barely started building the base of your snowman when America and Canada showed up. Alfred smiled at the two of you. "Hey, you're right. It's too nice of a day to spend it inside!" He laughed and bent down, making a snowball. "Besides, Mattie and I hate meetings anyway!" He chucked a snowball at Mattie, and the two of them started going at an all-out war. Eventually, you and Peter joined in! 

Before the two of you knew it, other countries started to show up and join in one by one. You eventually fell to the ground next to the snowman you and Peter built, watching your blonde friend chuck snowballs at the older countries and smiled to yourself. Even though Peter may not have been able to go to the meeting, a winter miracle had happened.
