Uraraka was shocked.
That whole sentence explained everything: of why he was ignoring her and that boy, and why he didn't hear her approach him. She didn't expect the fact that he was deaf though. It was interesting on how he got through the entrance exam.
The boy, Midoryia, shyly walked back to his seat and sat there playing with this fingers. Uraraka watched him, still shocked.
Uraraka suddenly felt the urge to talk to the boy. "But," she thought, "I don't know sign language. How do I talk to him?" Maybe she can learn from someone, or she can learn online.
"For now, maybe I'll just write what I say." She thought.

Ochako bought her lunch, and was looking for a place to sit. (Which was impossible, since most the seats were taken.)She was giving up until she saw a mop of familiar green hair. She rushed over to where the boy was. She couldn't really say anything, so the only thing she could do was wave at him.
He saw her and his eyes widened a bit, but he waved back. She set her lunch down, and sat next to him. She was encountered with awkward silence. Very awkward silence.
She tried to think of ways to communicate, and she remembered that she could just write to him. She got out a piece of paper and wrote a formal greeting, (other than just a wave).
"Hi! I'm Ochako Uraraka."
Simple enough.
She slide the paper over to Midoryia, which startled him a bit. He took the paper into his hand and read it. Soon, he passed the paper back to her.
"Hi. I'm Midoryia. Nice to meet you!"
She smiled and wrote on the back.
"I don't know sign language, so for now, I'll be talking to you like this. Is that okay?"He wrote back.
"It's alright Uraraka! It takes time to learn sign language."She nodded at him and started eating her soup bowl.

Ochako sat cross-legged in her chair, trying to search up lessons on sign language on her computer. She found one, and decided to take it.It was way harder than she expected.
She's surprised Deku knew all of that. She shocked herself at the use of his first name. "Is that even his first name? He never said." She thought. She heard a boy named Bakugo call him that. Are they friends? If so, how can Midoryia-
She quit all the thinking and continued watching the lessons.
After two lessons, she got some of the basics down, and was able to sign greetings and other things.
Maybe she can ask Midoryia to teach her.
