Werewolves all have wolves. Their wolf is what makes them a werewolf even if they can't shift. But the wolf is what allows them to shift. Without this part of them they would be regular humans. It is what makes them territorial and protective. The wolf is confined in their mind until either they let it out in their human form in which their eyes change color, or in their wolf form, or it is angered enough that it breaks out. The only thing that can calm a wolf is its mate, otherwise you will have to wait for it to calm down on its own, which can be quite dangerous taking into consideration that they usually have horrid tempers, and do rash things when angry.
