In 2099, there was about 7 trillion people on our earth. The year 3000 population grew, and it grew fast. There was almost no way of saving our earth, then they passed a law only one child per family. That still didn't reduce population until in the year 3001, almost a 8million people killed themselves. And that was only the beginning.
This gave our world government idea. A tower that had ran down a long time ago could become a place to jump. No one understood until the announcement "From this point on I now declare that everything will become legal such as, drugs, killing, rape, and under age drinking.
