Manipulation is a power known as Potentikinesis. This means to manipulate super abilities.
The person that possesses this power has the ability to create, manipulate, remove, change, etc, the supernatural energies/properties in all beings that give them their powers, including themselves, thus allowing every variation of superpowers manipulative abilities.
This power includes
- Ability Creation
- Ability Focus
- Ability Imprinting
- Ability Recharging
- Ability Absorption
- Ability Borrowing
- and Ability Shifting
There are many people who are manipulaters of elements, foe e.g. Hekate was the goddess of magic, witchcraft, the night, moon, ghosts and necromancy. She is also the daughter of the Titanes Perses and Asteria, of which she obtained the power over heaven, earth, and the sea.
And for some reason she is mentioned in Michael Scott's The Alchemist.
