Sam never asked to be a snowman.
He never asked to have a cold heart and he definitely never asked to be noticed by a certain brown haired girl. He was different than the other snowmen, and Sam was convinced that she knew why. He fell in love with her over covert glances and secret observations, but if she found out why he was different she would surely hate him forever. Because Sam had experienced that same rejection before, and he was bound and determined not to experience it again. So he let his heart become cold (like the rest of him) and locked her out (like he did the rest of the world.) He couldn't bear to lose her, so he decided to never allow himself to have her.
