Pierce saw everything taking place. The Helicarriers being launched as Steve, Y/N, and Sam were trying to take them down.
"Let me ask you a question. What if Pakistan marched into Mumbai tomorrow, and you knew that they were gonna drag your daughters into a soccer stadium for execution?" Pierce asked, handed Singh a glass of champagne, and continued, "And you could just stop it with a flick of the switch. Wouldn't you? Wouldn't you all?"
"Not if it was your switch," Singh snapped and threw the glass aside.
A HYDRA agent gave Pierce his gun and he was about to kill Singh. Then Hawley started to kick all the HYDRA agents' asses. It ended with her aiming a gun at Pierce. She deactivated her disguise and voice changer to reveal it was Natasha the whole time.
"I'm sorry. Did I step on your moment?" Natasha smirked.

Meanwhile, the others were still trying to get things underway.
"Satellites in range at three thousand feet," Charlie Tech informed.
"Falcon, status?" Hill asked.
"Engaging," Sam informed.
Sam managed to board the Hellicarrier bay and took out some oncoming HYDRA jets.
"Alright, guys, I'm in," Sam said once onboard.
But then he was greeted by more HYDRA jets shooting at him.
"Shit!" Sam yelled.
He flew off and avoided the shots.
At that time, Steve and Y/N fought off the HYDRA agents as they made their way to the Helicarrier.
"Eight minutes, guys," Hill told them.
"Working on it," Steve said as he held off one HYDRA agent.
"Not as easy as you would think," Y/N added before she flipped over Steve and hit a HYDRA agent in the face with her shield.
With the council, a SHIELD agent had Pierce at gunpoint while Natasha started typing on a computer.
"What are you doing?" Rockwell asked.
"She's disabling security protocols and dumping all the secrets onto the Internet," Pierce answered.
"Including HYDRA's," Natasha added.
"And SHIELD's. If you do this, none of your past is gonna remain hidden," Pierce pointed out.
That didn't stop Natasha even though her typing did slow down.
"Are you sure you're ready for the world to see you as you really are?" Pierce asked.
"Are you?" Natasha wondered.
Steve and Y/N were at the control center of Helicarrier Alpha.
"Alpha locked," the Rogers siblings informed.
"Falcon, where are you now?" Hill asked.
"I had to take a detour!" Sam said.
Sam flew towards the Helicarrier again as heat-seeking missiles shot at him. In response, he flew back towards the Helicarrier and made the missiles hit the Helicarrier giving him entrance.
"Oh, yeah!" Sam cheered.
He flew inside.
"I'm in. Bravo locked," Sam informed after doing what he needed to do.
He then out of the carrier.
"Two down, one to go," Hill said.
"All SHIELD pilots, scramble. We're the only air support Captain and Lady Rogers have got," a SHIELD agent said to the other SHIELD agents.
Then Bucky came out of nowhere and open-fired on the SHIELD pilots and agents, killing them all. He then boarded one of the planes and flew toward the carriers.
Meanwhile, Natasha was finishing up typing until she got to the retinal scans.
"Disabling the encryption is an executive order; it takes two Alpha Level members," Pierce pointed out.
"Don't worry, company's coming," Natasha smirked.
That's when a helicopter landed outside and Nick got out, with his arm in a sling, and entered the building, surprising Pierce.
"Did you get my flowers?" Pierce asked.
Nick just gave him a cold glare.
"I'm glad you're here, Nick," Pierce told him.
"Really? Cause I thought you had me killed," Nick spat.
"You know how the game works," Pierce said.
"So why make me head of SHIELD?" Nick asked.
"Cause you were the best and the most ruthless person I ever met," Pierce answered.
"I did what I did to protect people," Nick said.
"Our enemies are your enemies, Nick. Disorder, war. It's just a matter of time before a dirty bomb goes off in Moscow, or an EMP fries Chicago. Diplomacy? Holding action, a band-aid. And you know where I learned that; Bogota. You didn't ask, you just did what had to be done. I can bring order to the lives of seven billion people by sacrificing twenty million. It's the next step, Nick, if you have the courage to take it," Pierce explained.
"No, I have the courage not to," Nick responded.
Nick brought Pierce over to the retinal scanner as Natasha pointed her gun at him.
"Retinal scanner active," the computer said.
"You don't you think we wiped your clearance from the system?" Pierce asked.
"I know you erased my password, probably deleted my retinal scan, but if you want to stay ahead of me, Mr. Secretary..." Nick started, removed his eyepatch to show his scarred dead eye, then stated, "You need to keep both eyes open."
They then scanned their eyes, Nick using his scarred eye.
"Alpha Level confirmed. Encryption code accepted. Safeguards removed," the computer said.
