This is a fanfiction based off the works of Suzanne Collins. This story takes place one hundred and twenty five years after the Second Rebellion.
"For seventy five years, our great nation was ruled by peace and prosperity, the only sacrifice citizens were required to make to the Capitol for remembrance were two children from each District every year. Seventy five years of peace and generosity that the Capitol provided; seventy five years of the small sacrifice the Districts had to make. However, on the seventy fifth year the citizens decided to once more turn on the ones who gave them everything and subsequently each other. Countless lives were lost. Children were orphaned, parents widowed. The Second Rebellion did nothing but cast both bloodshed and pain upon the citizens.
"And for twenty five years afterwards, the citizens of the Districts reigned freely, until the original perpetrators of the Rebellion were no longer alive and the stories told of the Second Rebellion were merely children telling their children telling their children. Soon, District citizens began to become lazy- not working to provide for the generosity the rest provided for them. They fed off of other's work until famine occurred. War broke out once more.
"This could not go on any longer. Within months our forces were installed into each District. President Paylor, who had reigned since the Second Rebellion, was quickly overthrown, and it was later confirmed that she had died a...peaceful death. Within a year, a new President had taken hold of Panem: President Silas Talyn. Quickly, President Talyn led the capitol forces to regain control of the Districts, his heroic and valiant efforts later accredited to his large success with Capitol citizens. Within five years after the Third rebellion, the monuments for those who had died in the Hunger Games were torn down. The Games would continue, for it is the only way to control stability within the Districts. Peacekeepers are now regularly enforced. Harsh punishments for misdemeanors are common. People do the jobs they are required to do to keep the generosity alive. And it has been so for one hundred years.
"We are now reaching the fourth Quarter Quell. The Quarter Quell is a festivity happening every twenty five years to commemorate the losses that the Rebellions cost us. Implemented before the Second Rebellion, now the Quells are bigger than ever.
"On the twenty fifth anniversary and the first Quarter Quell, to show that it was not just one group who suffered, tributes were reaped as normal and subsequently were required to choose a parent or guardian to accompany them into the arena.
"For the second Quarter Quell and the fiftieth anniversary of the Third Rebellion, to show that no one died without affecting others, tributes were handcuffed to each other and were forced to compete as one. Four tributes were reaped from each District.
"For the third Quarter Quell to represent that the countless deaths had no restriction, tributes were reaped regardless of age, from 5 to 50.
"And now, we have reached the most anticipated fourth Quarter Quell! One hundred years have passed. Our great nation has prospered with your help, however we can never forget the past. To show that the rebels did not care for the casualties, whether they be strong or weak, young or old, the male and female tributes will be drawn from one bowl, and as such one tribute will be chosen. This represents our weakest among us. Additionally, all past victors will be drawn from another bowl, giving us half of our tributes. These are our strongest.
