Angels weren't meant to interact with humans. That was a rule that Sariel and many of the other angels followed, interceding when asked and watching from a distance. Angels could aid individuals during times of crisis to help others, thus those people being known as angels by the public or, even more so, being canonized as saints. But while angels, beings all to their own, weren't meant to interact with humans, there were exceptions to their rule; exceptions that hadn't existed in eons.
Sariel had been tasked to be an exception. An angel almost too invested in the ways of humans, she was in no fear to fall, always so understanding of the folly of the human condition, of their need for free will, and the fact that, if she were to intercede, she couldn't tell a soul of what there was to know after death. It was because of her immense love for humans and all their flaws that she was tasked to intercede in the smallest of ways; angels less attached were tasked with more important circumstances, but angels like Sariel were allowed to get close.
This closeness came in the form of a vessel, a woman who understood the risks and was more than willing to allow an angel to work directly through her in order to achieve a goal they both sought after. This was how Sariel found herself in Hell's Kitchen, New York. How a few city blocks could harbor so much misfortune was beyond her, but she sought out the bright lights in the darkness, trusting that there would always be people who loved no matter how many there were filled with hate.
People like Matt Murdock. The angels had kept a close eye on him; they kept a close eye on anyone who was known as the Devil by so many. But for all his tactics, some of which they could scarcely watch, he was a bright light that fought to stay alight, and she intended to seek out his help in protecting the least fortunate in a city that he called his own; no matter how small the area or how uncared for the people, there were always going to be those who worked to keep them safe.
Yet while Sariel knew her mission and the rules she had to follow, it would soon become apparent that her greatest strength was also her greatest weakness, and it was a wonder how long it would take for her to fall.
