some people make it seem like that but if you look past all the bullying, ( yes i know it was really serious and the bullying was really serve, i'm legit still waiting for him to apologize to midoriya) you could see that they connect with each other in so many ways.
like they knew each other since they were little kids. they now understand each other. They got history together.
and plus, they are actually kind of friends/ frenemies now and since bakugou knows all about OFA he's been helping midoriya out. (If you read the manga you'll kind of understand.)
