Jinjuriki of the one tailed shukaku is Gaara. He is ranked above Lee because at the chunin exams even though Rock Lee opened the gates he trashed him and would have killed him if Guy hadn't intervened. Even without the chakra of the shukaku he is very powerful. He was a monster with no feelings at first but then he changed the to a certain someone.
