Pennywise was born into a family of killer clowns in 1937. The family found out that he had autism shortly after he was born. The whole family was very stressed about their legacy dieing out. This legacy began 7 generations before Pennywise. His journey started as soon as he could walk.
His first target was a middle age women. He lured her in by standing still and acting innocent. When she got closed to him and talked to him, that's when his parent and/or sibling come in for the kill. Then they were rewarded with a treat... the human heart. And that was just the first of his story.
