Two Pet's and a Mistress

Yue and Nagisa grew up close, in a poor little fishing village, on the districts edge, right by the sea. As they walk to Grandmother Coy's home, they chat excitedly and play with each others kitty ears. They go to be told of the city, were they can become who they truly are. Doctors that can give them surgery so they can match their gender, both mind and body.
As they get to grandmother's the wind picks up fiercely, and the bell rings. A storm is approaching fast, sleet and hail and rain fire down, and lightning cracks against a nearby tree. Fire spreads quickly through the underbrush as Nagisa and Yue run to safety.
The small hut of Grandmother Coy shudders with the ferocity of the storm as they run to the storm cellar and wait. They hear screams and shouts, sheep and goats bleating, and smell the burning of their town....
All at once the storm stops. They carefully emerge, the town is in ruins, the elders, and Dommes of the town scattered but searching for their partners and subs, many have been lost, only a few people remain, hope is not lost.
There is no life for the siblings anymore in the ruined town. They collect what money they had from the remains of their home and go to Grandmother Coy. She gives them instructions on how to get to the city so they can receive care from a good doctor and start life anew.
