Years ago, scientist were genetically mutating wolfs and humans, with radioactivity, and they created the first werewolves. These were very easily spotted for they had ears and the tail of a wolf, no matter the form they were in. They had blood red eyes as well. As they reproduced less and less had ears and a tail in human form, it became that only a full moon could change them to a wolf like creature - only true blooded can become an actual wolf. Very few are true blooded - or completely werewolves. Most are partly but not fully, so it has become harder to tell them from normal people. The government has decided that once they reach the age of 18, any and all supernatural creatures, must identify themselves. For safety purposes. They try to treat them as normal people, but some people don't agree to treat them normally causing problems.
