Bulma as her hardworking self, she returned working on 16. She hooked up wires to his brain and did more tests which cane to an easy solution: Destroying Goku.
Dr.Gero designed him to kill Goku, but Bulma changed that. She redesigned him to be kind, hardworking, uninterested into killing Goku, strong, and had the same emotions and actions as humans. She replaced his old dusty memory chip, and made a new updated one and out it into his brain. He was finally complete.
Bulma unhooked everything from his brain. And the test results came positive as she turned on his button. He still an Android and he still has powers,though.
16 was the buff and caring type. He loved animals and had some interest in humans. Nothing angered him but the destruction if animals, and innocent people. Burma stepped away from him, and started to smile."Welcome back....Android 16." She said smiling. Android 16 felt like he could do anything and he felt like he had all power. So he nodded his head and opened his lips. "Thank you for your help." He said. So he walked outside and flew somewhere. Were ever the winds flew he went. He was a peaceful android.
