The Council

Council

For centuries, Lycanthropes have been led by the Lycan Council internationally, based in the United States. The Lycan Council is located and hidden as a pack. The Council consist of 3 main groups, the High Council, the General Council and the Junior Council.

The High Council consists of the 10 elders (highest ranking), the High Priestess, Head of Positions, Council Adviser and the Oracle. The General Council consists of the Priestesses, Spell Casters, Advisers, warriors, trainers and the guardians. The Junior Council consists of the agents in training (Warriors & Trainers), Apprentice (Guardians & Priestess), and the junior spell casters.

The Oracle consists of the speaker of prophecies and adviser of the Council. There may only be 10 elders at a time and when one dies or steps down from their position, the new elder will be picked by remaining elders from within the members of the High Council. If the former elder is still around, they assist with the selection.

The entire process of replacing is a chain, with the same process being repeated for the other positions and groups. A member in the rank below the vacant position will be brought up by existing members to replace the High Council. Members of the Junior Council are brought up if the Leaders (Head of Position) believes they are well trained.

The Agents In Training branch out to the positions of warriors, trainer and guardian, once they have been brought up based on their assessments of the skills and capabilities. Advisers are picked from different positions of the council, chosen for intelligence and high potential. Some members may hold more than one position among the council after the leaders assess their progress.

High Council

The members of the High Council have long life spans, reaching up to centuries. Members have spells cast on them to maintain youth and health, although not permanently immortal to death. Elders are the highest rate of living duration and have only died due to unnatural causes including murder and other causes.

The Head of Position / Rank Leaders each consist of 2 to 3 members per position, they are the most senior of their respective ranks in the council that have been chosen by the elders to lead them. They promote the Junior Council to the General Council, hire potential recruits and remove if necessary. They tend to handle issues within their groups and report if needed. 

The High Priestess is the rarest and second-highest position within the Council, next to the elder. They are the person the Elders and High Council seek council from and make decisions with. The Council Adviser branches from the Adviser group, this is the person that permanently remains in the council to advise in situations, whether during a war, threats or any important decisions.

Recruitment

The council keeps records of different members of the Lycanthrope community worldwide, of the werewolves with high potential and assets. They either hear of different potential recruits through word of mouth in the community or reports from members of council located in the respective packs.

Some are put on the High Council's radar at a young age while others appear at an older age. They don't recruit immediately, but they assess from a distance to see the potential from the individual.

Placement

The divisions with the most members and recruits include the Advisers, Guardians, Warriors and Trainers. They are high assets to be sent to different packs when required or requested for assistance, temporarily or permanently. They are the pack's main connection to the council, as a bearer of news and providing training and assistance in times of need.

Some members are recruited from their packs for intense training within the council for the position appointed, and returned to their respective packs for assistance. This allows them familiarity and respect within the pack, whether as trainers, advisers or any other positions. 

The Pack

The Lily Pack was founded by the Council, containing an actual pack but with the partnership of the council. Members of the council are technically members of the pack, but they function as a normal pack, with the council as a part of them. Council member's mates join the pack upon discovery and live their lives there.

Location

The Council resides within the Lily Pack Lands, which was founded centuries ago. The pack is a disguise they are under to maintain their hidden location. Nobody in the general Lycanthrope community worldwide knows their country or general location unless they are told when needed. Council representatives are the only ones with a precise location. 

The borders are surrounded by a protective barrier, with members of the council and pack being able to bypass to barrier or partnership of one. There are a few gates for requesting entry for the usage of none members. They are vetted and guided by a member of the council from then on if no invitation has been sent.
