Ah yes, the Dragon Spirits. They are similar to Tailed Beasts, but different in many ways. As in similarities, they have telepathy and mind manipulation. Both Tailed Beasts and Dragon Spirits are chakra monsters, but Tailed Beast have far larger masses of chakra.
For centuries, spirits have resided in the Spirit Realm, and the only access to the Realm was the Spirit Portal, hidden away in a secret chamber. After the Spirit Portal was opened on the winter solstice, spirits had an opportunity to leave their only home to explore another world. The only spirits to leave their cherished home was the ten Dragon Spirits, known as being some of the most powerful spirits within the Spirit Realm.
They decided to live peacefully among humans, not knowing of the destruction that they would create. When the 3rd Great Shinobi War occurred, the Spirits, out of fear, tried to stop the war from destroying the very world. However, this demonstrated the massive power that spirits contained.
The Dragon Spirits had broken a rule very crucial to a Spirit's ways of life. No Spirit should ever be involved in human wars, lest they will cause more greed and destruction. The Dragon Spirits were told to never return to their realm again. Humans, however, only saw Spirits as killing machines and causes for war. If used in the wrong hands, tyrants could easily use them for world domination. This drove most of the Dragon Spirits to believe that all humans were crazy, power-hungry creatures with nothing but a thirst for blood. But few still believed that some humans had better potential.
Leaders of the villages set out and sealed the spirits into strong, chakra-infused scrolls. They distributed the scrolls at each village, as they would not choose a human to seal it into, but the spirit would choose them, and these humans would become Genkiningen,( 元気な人間, literally means 'spirited human') humans with Dragon Spirits sealed within them. No one knows why the Leaders did it, and they'll have to find out for themselves.

Deep within the Hokage's Office was a secret passage where the pictures of all the former Hokages hung from polished maroon walls, and dusty old artifacts were lined up perfectly on the shelves. But on one rather high shelf laid two medium-sized scrolls.
No one was allowed in this room, except for the Hokage and his most trusted. One of the scrolls was entirely black with cerulean blue spirals. The other was entirely white with grey trimmings and black Lichtenberg figures, and oddly enough, was already sprawled open.
The black scroll began twitching abnormally and tumbled off the shelf, falling onto the bamboo floor. It rolled open, revealing a complicated sea of runes on the scroll, with the word N-U-R-I-A-Z-I spelled out in blue ink.
The seal started to glow dimly for minutes, until a giant flash erupted from it. White chakra started to gather from the scroll and into a spectral comet-like form. The mass of chakra began to scan its surroundings before it zipped away through the walls.
