EXT. HIDEOUT - LATE AFTERNOON
CC LEADER AND A COUPLE OF HIS LIEUTENANTS SIT IN FRONT OF A TV AND WATCH THE POLICE INTERVIEW IN WHICH EVAN ELDER IS ANNOUNCED AS THE NEW COMMISSIONER. EVAN ELDER TAKES THE STAGE AND AS THE APPLAUSE QUIETS DOWN ELDER BEGINS TO SPEAK.

(Over the TV)
Thank you all for that very generous applause and I want to let you all know that I am eager to begin my career as the Commissioner of Bedrock. I would like to make this speech brief and take the time to address the mammoth in the room. As commissioner, I will stand true to my claims to no longer tolerate the vigilante known as Shade. Some see him as a menace and others see him as a helping hand. I hold the opinion that it's whatever side of the fence you happen to be on a particular day. However, it comes down to law enforcement to dispense justice and Shade will just have to agree with that or he will be taken in like every other criminal who decides to break the law. I will do everything in my power in order to see to it that this city becomes a better, safer place for everyone. Thank you and I will now take any questions that you all might have.
AS THE NEWS REPORTERS BEGIN TO STAND UP FROM THEIR CHAIRS, RAISING THEIR HANDS TO WAIT BEING CALLED ON, CEANN ROGHNAITHE CHANGES THE CHANNEL.

Can you believe it? This is exactly what we needed. A smalltown, bleeding heart whose accomplishments make it seem like anything is possible. And wouldn't you know it? He's here to protect the status quo. No wonder this country has a one-way ticket to hell.

He's getting rid of Shade though. Shouldn't we at least be glad about that?

Don't be ridiculous. Shade is great for business. Think back on what happened when he started chippin' away at the Lakeside Crew things got a lot easier for us. The only problem is when he's after us.

Yeah, but that's going to be near impossible with the 4th Outlaws moving in on our turf. They've recently become way more than an eyesore. They've been stealing our weapons and making us fools when they show up in the hands of arms dealers, they've hit up some of the businesses that we protect, and they've ambushed some of our best sellers!

And these haven't just been random attacks. They're well thought out. They know when our guys will be alone the most and who will and won't buck. Someone's been watching us and I doubt it's actually been them.
[Ceann Roghnaithe]
It has to be that guy that came to our home turf that night. I'm sure his name is Modus.

Well, one thing is for sure. We need to get things back to the way they were and fast before all hell breaks loose and we lose everything that we've worked for.

Then we're going to need Shade.

Come on, now. Don't tell me that the stress is getting to you.

When a man wants to work, you let him. Our job should be to connect him to his work as much as possible and then getting the hell out of the way. That way, Shade and the 4th Outlaws fight it out and either Shade stops them or he dies in the process and we swoop in to take out what's left of the 4th Outlaws.
